Based on the Urban Land Institute’s recommendations, this master plan creates a residential neighborhood, a 24-hour mixed-use district, research and development center, and three pedestrian links with downtown points. Five sub areas were targeted to catalyze economic reinvestment with housing, a multi-use business park, dining and entertainment, and a new public park integrated with the nearby business districts, convention and tourist attractions.
